Equine Welfare Takes Center Stage at IFHA 2023

The 57th International Conference of Horseracing Authorities, organized by the International Federation of Horseracing Authorities (IFHA), was held on the 2nd of October in Paris, France at Saint-Cloud Racecourse. This year’s conference brought together industry leaders to address a crucial topic in the equine world: the safeguarding of equine welfare and the industry’s response to evolving societal expectations.

While I couldn’t be there in person, I had the privilege of attending the online sessions of IFHA 2023. It was clear from the outset that the mission of this conference was centered on equine welfare. IFHA Chair Winfried Engelbrecht-Bresges opened and closed the event, emphasizing the need to protect our equine athletes throughout their lives.

Engelbrecht-Bresges remarked, “Today we continued what has been a chief mission throughout the life of the Federation: equine welfare. From birth to training, racing, retirement, and aftercare, there is potential to enhance welfare at all stages of the Thoroughbred’s life.”

The opening session of the conference delved into horse racing in a changing society, with the keynote address delivered by Professor Natalie Waran, Chair of the Independent Commission for Equine Ethics and Wellbeing for the International Federation for Equestrian Sports (FEI). Waran highlighted the need for continued education for those working directly with equine athletes to ensure their well-being.

Waran stated, “Our changing social values in relation to animals have affected different industries in different ways. Society does not distinguish between different equestrian sports. The racing world must positively engage with both perception and reality and show real commitment to change to ensure positive welfare.”

A panel of senior racing administrators, including Lisa-Jane Graffard, Julie Harrington, and Najja Thompson, shared their strategies for shaping the narratives surrounding equine welfare and racing. This demonstrated a commitment to proactive communication and engagement with the public.

Charles Scheeler, Chair of the Horseracing Integrity and Safety Authority (HISA) in the United States, provided an update on HISA’s efforts to transform horse racing and ensure the well-being of equine athletes.

The afternoon sessions continued the focus on industry-wide education and collaboration. A panel of leaders from racing administration and veterinary science discussed strategies for protecting the sport’s equine athletes, emphasizing the importance of reducing injuries and improving horse welfare.

The final session of the conference addressed enhancing stakeholder engagement, particularly in relation to public engagement and equine welfare. The discussions emphasized the industry’s responsibility to communicate effectively and work together to ensure the sport’s safety and integrity.

IFHA 2023 has underlined the equine industry’s dedication to safeguarding horse welfare and adapting to changing societal expectations. This conference was not just a gathering of experts; it was a call to action. The insights and discussions will undoubtedly shape the future of our sport, setting new standards for equine welfare.
